This position is an entry-level planning and community development position responsible for supporting the vision set out in the Comprehensive Plan for the City of Hopkins. Responsibilities may include facilitating land use approvals, loan and grants administration; multi-modal transportation and implementation, coordination of events, community engagement, code enforcement activities and special projects.
Essential Duties
- With the oversight of the City Planner, reviews and makes recommendations on land use and building permit applications for low-density residential development, fence permits, sign permits and other zoning applications. Reviews applications, meets with applicants, provides information, analyzes issues and prepares and/or presents staff recommendations to the Planning & Zoning Commission and City Council.
- Leads multi-modal transportation planning and implementation
- Assists with sustainability and environmental goals related to development and transportation
- Coordinates events related to Comprehensive Plan implementation or other city assigned events. Examples include Open Streets events, demonstration projects and public space activation, community engagement, outreach and education events.
- Develops or supports new and current initiatives related to community development including research, grant writing, organizing, and communication.
- Confers with and supports the work of the City Planner and community development operations.
- Coordinates with other internal departments or personnel, boards, commissions, external agencies, and the public to facilitate department operations, represent programs, make recommendations and communicate general and specialized information.
- Oversee consultants or interns as applicable.
- Performs other duties of a similar nature or level.
ESSENTIAL KNOWLEDGE AND SKILLS:
Knowledge of
- Zoning code and comprehensive plan interpretation and application;
- Report writing techniques;
- Program development and implementation;
- Urban planning principles including transit-oriented development, placemaking, development processes;
- Grant administration and reporting.
- Computers and related software applications such as Microsoft Office and ArcGIS.
Skills
- Applying and communicating applicable laws, guidelines, requirements, policies, and procedures;
- Working effectively with the public, providing good customer service and clear communication
- Assist in developing and implementing department policies and procedures;
- Planning, analyzing, and implementing community development programs;
- Managing projects;
- Strong writing skills, both technical and general
- Working independently and as part of a team
- Utilizing communication and interpersonal skills as applied to interaction with residents, coworkers, supervisor, the general public, and others sufficient to exchange or convey information.
Qualifications
MINIMUM EDUCATION AND EXPERIENCE:
Bachelor's degree in Urban Planning, Urban Studies, Public Administration or related field; 1 year planning or related experience; or an equivalent combination of education and experience
