JOB OBJECTIVES

To implement the City’s Comprehensive Plan and Zoning Ordinance by coordinating and monitoring development projects to ensure all applicable City policies and ordinances are complied with.  Develop, implement and administer programs and policies relating to community development.  Assist in the overall operation of the department.

ESSENTIAL JOB FUNCTIONS

  1. Respond to general complaints and code enforcement.
  2. Reviews plans and prepares reports on various applications.  Present findings to advisory commissions and City Council.
  3. Prepare and update planning policies and programs (i.e., comprehensive plans, zoning, sign and subdivision ordinances).
  4. Assist in the development of the City's Comprehensive Plan.
  5. Provide information to general public concerning lot dimensions, legal descriptions, property identification, flood plain, etc.
  6. Administer and enforce City ordinances as they pertain to zoning, signs and subdivisions, etc.
  7. Manage and monitor subdivision agreements and financial guarantees.
  8. Review building permit applications to ensure compliance with development standards.
  9. Access City's computer network programs (e.g. Word, Excel, PowerPoint, GIS etc.). 
  10. Prepare City resolutions and ordinances.  Assist in information updates.
  11. Assist in identifying and providing updated information for purposes of updating the City's base maps.
  12. Respond to citizen and developer questions regarding planning regulations and processes.
  13. Oversee comprehensive planning for the community.
  14. Serve as the zoning administrator for the City
  15. Work effectively with other departments regarding inter-departmental projects relating to community development.
  16. Ensures the maintenance of accurate and complete records of department activities and of records relating to maps, blueprints, overlay and sketches pertinent to urban planning and development programs and projects.
  17. Develops short and long range economic and community development plans; gathers, interprets and prepares data for studies, reports and recommendations.
  18. Keeps current record of utilities, tax rates, zoning, transportation, community services, financing tools; responds to requests for information for economic development purposes; prepares data sheets and other information.
  19. Monitors City, County, State and Federal legislation and regulations relating to community development, and reports any findings, trends and recommendations to supervisor.
  20. Prepares planning reports and supporting data, including recommendations.
  21. Provides regular staff assistance to the Planning Commission and City Council and occasional assistance to the Parks, Recreation and Trails Commissions;
  22. Communicates with supervisor, other department staff including consultants, other City departments, Planning Commission, City Council, developers and other external partners.
  23. Serve as an administrative back-up for Building Division and front desk as needed.
  24. Perform all other necessary duties as apparent or assigned.

 

MINIMUM REQUIREMENTS

Bachelor’s degree with coursework in housing, urban studies, public affairs/administration, planning or related field, and extensive experience in municipal planning or equivalent combination of education and experience.  Two (2) years’ experience with municipal planning, or public administration preferred.

  1. Demonstrated ability in all phases of planning including comprehensive planning, grant programs, zoning and subdivision ordinance administration.
  2. Excellent written and oral communication skills.
  3. Ability to effectively work in a team environment.
  4. Ability to establish and maintain effective working relationships with elected officials, City employees and the public.
  5. Computer skills.
