Summary of Position

The Deputy Community Development Director provides leadership, support, and supervision to the Planning and Sustainability Division, while supporting projects and initiatives across the Community Development Department. The individual in this position performs a variety of routine and complex administrative, technical, and professional work relating to a wide range of planning, sustainability, and community development issues. This position requires leadership in planning, sustainability program design, project management, community engagement, comprehensive planning, and urban design.

Essential Duties and Responsibilities

Planning and Sustainability Division Leadership and Administration

  1. Serve as staff liaison to the Planning Commission by arranging meeting agendas with the Commission Chair, directing planning staff to prepare materials and presentations to the Planning Commission and City Council, managing communication with commissioners on agenda topics, conducting or sourcing training, and ensuring compliance with commission bylaws.
  2. Manage the division’s review of land use applications site plans, variance applications, and other land-use related processes and procedures and examine for compliance with established city ordinances and county and state regulations. Ensure the proper publication and distribution of public hearing notices required for land use applications.
  3. Oversee the division’s communication with prospective developers and community members on the compatibility of project proposals with the City’s Comprehensive Plan and City Code.
  4. Administer the zoning and subdivision ordinances by overseeing the division’s participation in code enforcement processes.
  5. Collaborate with City staff to ensure clear and concise operational processes and procedures for development review.
  6. Lead the 2050 Comprehensive Planning process and oversee the implementation of the existing Comprehensive Plan, including any amendments.
  7. Lead and manage the planning and sustainability aspects of new City facilities.
  8. Assist with budgetary and fiscal oversight by monitoring the division expenditures and communicating with the finance department and the Director.
  9. Collaborate with various staff, other city departments and outside agencies in completing special projects and reports.
  10. Participate in other interdepartmental committees and work groups as assigned.
  11. Continually evaluate the operations and activities of the division and prepare analysis and reports that include recommend improvements and modifications.
  12. Monitor and ensure compliance with local, state and federal laws.

Supervisory Duties

  1. Assign work to professional staff and perform high level project management, oversight, and accountability of division staff, projects, and programs.
  2. Manage, supervise, and support the division staff by monitoring work assignments, providing appropriate training and resources, conducting performance appraisals, and setting performance goals.

Community and Economic Development Director Support

  1. Advise appointed and elected officials as well as staff and community members on complex professional planning projects, including research, analysis, and recommendations on a variety of community development topics, such as comprehensive planning, redevelopment, City Code requirements, transit planning, land use planning, and sustainability initiatives.
  2. Participate in the preparation of the City’s Community Development department budget and coordinate department resources, staffing, and activities with the Director.
  3. Provide expertise to City staff in other departments on the best practices in community engagement for various projects and initiatives.
  4. Assist the Housing and Redevelopment Authority (HRA) with planning and development activities, as needed or required.
  5. Lead the Community & Economic Development Department when the Director is absent or unavailable.
  6. Incorporate City’s mission, vision and values in all aspects of division work and participate in work in City’s Equity Plan and Just Deeds program.
  7. Identify municipal challenges related to planning and sustainability, develop alternative solutions, are prepare recommendations to the Director.

Minimum and Desired Qualifications

Minimum Qualifications

 Bachelor’s Degree in planning, urban studies or closely related field or equivalent combination of education and experience.

 Four years of professional planning or related experience.  Two years of supervisory experience.

 Knowledge of principles, practices and administration of land use planning including zoning and comprehensive planning.

 Proven data collection and data analysis experience.

 Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations.

 

Desired Qualifications

 Master’s degree in planning, urban studies, public policy, or related field.  Three years of supervisory experience.

 Experience coordinating, tracking, and evaluating multi-division projects.

 Five or more years of related planning or public administration experience.

Expected Hours of Work

Hours are typically Monday-Friday from 8 am to 4:30 pm. In addition to working office hours, staff may be required to work additional events, which includes nights and weekends.

Work Environment & Physical Demands

Work is conducted primarily indoors, but will include outdoor site visits. Employee will be exposed to construction and general outdoor environments. Employees in this position generally free from work hazards.

 Regularly read and interpret documents and other written material.

 Regularly communicate and exchange information with others in person, over the telephone, and using written communication methods.

 Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.

 Occasionally traverse around the City to meetings or events.

 Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in municipal planning and community development.

 Occasionally walk over uneven terrain outdoors.

 Occasionally move or transport items weighing up to 25 pounds.
