This posting will be used to fill two Planning Program Manager positions. 

These Planning Program Manager positions, as part of a new team focused on coordinating long-range planning across state government, will oversee interagency long-range planning efforts with the purpose of improving the short- and long-term quality of life for Minnesotans. This includes running a sound and inclusive process to select priority issue areas for long-range planning – helping to set the future-oriented agenda for the state – as well as operational management and leadership to direct and manage multiple, concurrent, complex, statewide long-range planning initiatives on the set of issues that are selected. Issue areas could include but are not limited to climate resiliency and weather adaptation, rural economic development, economic mobility, workforce development, housing, and artificial intelligence.

The Planning Program Managers, core members of the leadership of the new long-range planning team, are each responsible for driving multiple inter-agency long-range planning efforts at a time, while also leading and shaping overall team strategy. These positions will determine overall objectives, priorities, and policies; determine, secure, and allocate human, financial, and other resources; and manage significant and involved relationships with government leaders. Responsibilities include: 

  • Lead statewide long-range planning efforts, including multiple and concurrent planning initiatives, across a wide variety of issue areas and stakeholder groups. As mentioned above, issue areas could include but are not limited to climate resiliency, rural economic development, economic mobility, workforce development, housing, and artificial intelligence.
  • Oversee and manage other staff working as part of a planning unit within the long-range planning team. Provide day-to-day direction and supervision, feedback, coaching, professional development, and other supervisory responsibilities, while fostering a diverse, inclusive, and psychologically safe work environment.
  • Actively cultivate, manage, and maintain the relationships and knowledge needed to effectively advance the work of the long-range planning program, including with state and agency leaders, peer state governments, local governments, academia, business and nonprofit communities, and other Minnesota communities.
  • Coordinate closely with other agency and interagency efforts and teams, such as Results Management, to most effectively execute the program’s long-range planning work. 
  • Serve as a high-level expert on and representative for the state’s long-range planning work, including providing consultation to state leaders and the legislature, responding to legislative requests and inquiries, and communicating with the press and community groups.
  • Contribute to the advancement and evolution of the Long-Range Planning program’s strategy, providing input and feedback to evolve the program’s goals, structure, and operations in and beyond the program’s initial phase. 
  • Work with leadership to operationalize and manage an advisory group that provides input on and direction for the long-range planning work. This group could include but is not limited to legislators, agency leaders, technical and subject-matter experts, and community representatives.
