Minimum Qualifications of Education and Experience:
- Bachelor’s degree in planning, urban studies, public administration, geography, construction management, economic development, or related field.
- At least three (3) years of relevant experience with a demonstrated ability in most aspects of planning and/or economic development; and an ability to communicate ideas, explanations, and recommendations clearly, both verbally and in writing.
- Must possess a valid driver’s license and be able to drive in the state of Minnesota.
OR
- Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
- Under direct supervision of the Planning and Zoning Administrator, the Planning Coordinator performs independent work with minimal supervision. The Planning Coordinator responds to public inquiries and land use complaints, conducts research and prepares detailed staff reports, administers City and related ordinances, presents information verbally, and conducts site inspections.

Primary Essential Work Functions:
- Plans, coordinates, and monitors the current planning activities of the planning division. Plans, coordinates, and monitors the current planning activities of the parks division, including oversight of a $1 million Capital Improvement projects budget.
- Assists with administration of the functions of zoning, annexations, subdivisions, variances, coordination of development and redevelopment review processes, and similar land use requests for the City.
- Prepares technical studies, designs, reports, comprehensive plans, orderly growth agreements, demographic analyses, and similar long-range and strategic planning activities for the City.
- Makes formal presentations to a wide variety of groups and organizations.
- Advises City officials, both elected and appointed; presents findings and serves as staff liaison to the Heritage Preservation Commission and other community and citizen advisory groups.
- Prepares amendments to the City zoning ordinance, subdivision regulations, and City land use plan.
- Undertakes planning studies.
- Assists in the direction and coordination of the administration, enforcement, and interpretation of the City zoning ordinance; responds to land use complaints; and presents findings of fact regarding zoning ordinance violations to the City Attorney.
- Coordinates assigned committee activities.
- Responds to public inquiries regarding land use and zoning matters for the City of Mankato and Townships.
- Presents information verbally to the City Planning Commission and City Council as assigned.
- Prepares ordinances and resolutions.
- Prepares amendments to City zoning ordinances and subdivision regulations.
- Prepares amendments to City land use plans.
- Issues sign permits and other zoning permits.
- Receives applications for Planning Commission action, coordinates required notifications, and prepares agendas.
- Conducts site inspections to ensure compliance with approved plans and permits.
- Calculates square footage and lot coverage.
- Assists and supports the Council of Governments (COG) with Township planning efforts.
Communicates With:
- Internally – Community Development, Public Works, Public Safety, City Manager, Planning Commission and City Council
- Externally – Developers, contractors, architects, civil engineers, and other design professionals; general public
Supervision:
- Non-supervisory
Other Work Functions:
- Reviews site plans.
- Serves on a variety of committees and organizations as a representative of the division.
- Trains subordinate personnel.
- Performs other related functions as assigned or apparent
- Performs physical and mental demands and work environment requirements for this position.
- Attendance during regularly scheduled work hours and outside regular hours as necessary.
- Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and community customers.
