To lead efforts and initiatives in conformance with the goals and plans of the Port Authority, City Council, and other City boards in order to: foster commercial and industrial real estate development; retain, attract, and grow businesses; and provide housing options in all forms across a diverse income spectrum within Bloomington, and is capable of assuming the responsibilities of the Port Administrator in the Administrator's absence.

  • Manage economic development, redevelopment, and housing development projects, including redevelopment of land
  • Directly negotiate with economic development project stakeholders
  • Manage the analysis of public investment for development projects
  • Create financial models and project pro forma
  • Analyze TIF proceeds and bonds and other debt instruments
  • Administrate grant processes, including applications, timely reporting, and compliance with Federal, State, Metropolitan Council, Hennepin County, and other agency's requirements
  • Procure and manage professional services
  • Assist with preparation of the annual budgets, and related City fund(s)
  • Monitor public contracts for compliance
  • Monitor budgets and track expenditures for development projects
  • Coordinate public meetings and recording comments
  • Create agendas and run project meetings as assigned
  • Build collaborative relationships with other City departments, government agencies, developers, land owners, and non-profit organizations
  • Prepare reports, program descriptions, and recommendations for action and other communications to the city's boards and commissions
  • Maintain and expanding development knowledge, including understanding of laws and regulations
  • Prepare and coordinate Requests for Qualifications (RFQ) and Requests for Proposals (RFP) for the sale or development of public land and other services
  • Assist with strategic planning activities
  • Review professional and technical reports and summarizing findings
  • Manage tenants, property managers, and leasing of publicly-owned buildings
  • Preparing and conducting presentations for small groups, boards, commissions, or council
  • Work collaboratively with the Housing and Redevelopment Authority if funding and/or consideration of the HRA is involved with a project
  • Performing other duties as assigned



  • Ability to think independently, but consistently with the City and Port Authority, Mission, Vision, Values, and plans in mind
  • Ability to supervise Development Analysts while working creatively to solve project challenges and engaging with other City staff and stakeholders
  • Ability to complete high-quality work on schedule and with limited oversight
  • Communicate effectively with staff, Commissioners, City Council, and the public
  • Exhibit courtesy, and responsiveness in professional relationships
  • Ability to implement Port Authority and HRA activities in a positive, effective, and professional manner
  • Knowledge of computer software, public finance, and other development tools and procedures
  • Knowledge of federal, state, and local laws and regulations concerning development
  • Display dependability and sound judgement in the workplace



  • Bachelor's Degree in Planning, Urban Affairs, Public Administration, Engineering, or a similar field
  • Excellent presentation skills
  • Software skills including Microsoft Excel, Word, and PowerPoint
  • Three years' experience in development with a Port Authority, Housing and Redevelopment Authority, Economic Development Authority, planning agency, private real estate developer, or similar real estate or finance field



  • Two years or more of supervisory experience
  • Master's Degree in Planning, Urban Affairs, Public Administration, Engineering, Finance, or a similar field
  • Additional years of government and/or development experience with a Port Authority, Housing and Redevelopment Authority, Economic Development Authority, planning agency, or private real estate developer
  • Experience with GIS and SketchUp
